Objectives and Purpose of This Assignment

1. 1. In the framework of the Central Asia Regional Economic Cooperation (CAREC) program, CAREC Governments adopted a Common Agenda for modernizing sanitary and phytosanitary (SPS) measures. The objectives of the SPS Common Agenda are to (i) promote concerted reforms and modernization in the SPS area consistent with international standards to facilitate trade and (ii) identify and prioritize investment needs to modernize SPS measures and their application.

The Government of Mongolia is implementing the “Regional Upgrades of Sanitary and Phytosanitary Measures for Trade Project (MUST)” with the support of the Asian Development Bank.

Scope of Work

2. 2. Under the project, Office of the Deputy Prime Minister invites eligible Firm to develop SPS inspection management system through the use of advanced information technologies including a reference information system, risk management system and data exchange tool that automates the border inspection processes related to export and import operations of foreign trade.
